This study aims to analyze the reality of implementing electronic management at the College of Arts, University of Al-Qadisiyah, and to identify the main challenges facing administrative units in adopting this modern administrative approach. The study employed a descriptive-analytical method based on a field survey conducted among administrative staff. A questionnaire was distributed to a sample of (50) employees from various academic and administrative backgrounds, and the collected data were analyzed using the SPSS software.
The findings revealed that the implementation of electronic management is still constrained by several interrelated challenges, including weaknesses in the technical infrastructure—particularly communication networks—outdated hardware, and insufficient maintenance and technical support. In addition, human and organizational factors were identified, such as limited technical skills among some employees and the continued reliance on traditional administrative procedures.
The study concludes that the successful adoption of electronic management requires an integrated approach that addresses technical, human, and organizational dimensions simultaneously. Accordingly, the study recommends upgrading the technical infrastructure, adopting integrated digital systems, enhancing training and capacity-building programs, and implementing a unified administrative system that connects the college units with the university administration to ensure an effective and sustainable digital transformation.
